Lindsey Smith Reports on How Excessive Restitution Fees Penalize Poor Youth

Lindsey Smith (’18), Staff Attorney at Juvenile Law Center, was quoted in The Philadelphia Inquirer discussing the national study she coauthored on “Reimagining Restitution – New Approaches to Support Youth and Communities,” reviewing the impact of restitution penalties in juvenile court cases and recommending restorative justice approaches (“Youthful Offenders Stagger under the Impact of Restitution Payments, Report Says,” July 14). “The big takeaway is that the juvenile justice system is not working for young people or for victims. Young people are being penalized for money they don’t have. It makes it really hard for young people to succeed.”
