Kevin Ryan Details Pervasive and Grave Dangers to Children in Texas State’s Care in Monitor’s Report

Kevin Ryan (‘92), President and CEO of Covenant House, was appointed by District Judge Janis Jack as an independent federal monitor and co-authored a 363-page report examining widespread abuses of the Texas child welfare system following a lawsuit against the state and a federal judge’s ruling that Texas violated foster children’s constitutional rights (“Years After a Judge Ordered Fixes, Texas’ Child Welfare System Continues to Expose Children to Harm, Federal Monitors Say,” June 16). Findings of the report were excerpted in the Texas Tribune: “[T]he Texas child welfare system continues to expose children in permanent managing conservatorship to an unreasonable risk of serious harm.” The report described “a disjointed and dangerous child protection system, inefficiently and unsafely divided between two state agencies [the Department of Family and Protective Services and the Health and Human Services Commission], where harm to children is at times overlooked, ignored or forgotten.”
