Emanuel Powell Explores How Public Records Law Can Help Families Access Police Incident Info

Emanuel Powell (’20) conducted a study and published results in Georgetown Law’s Spring 2020 volume of American Criminal Law Review uncovering the barriers some families face in gaining information, justice and support when loved ones die from police action (“Unlawful Silence: St. Louis Families’ Fight for Records After the Killing of a Loved One by Police”). “I saw what I had seen in my own family: confusion and a lack of understanding of what to do next. … I decided then that I would uncover how the law could help them, if at all,” Emanuel said.
