Cara McClellan Sues To Challenge Prison Gerrymandering

Former Fellow Cara McClellan (’17), a lawyer at the NAACP Legal Defense Fund, commented in the Philadelphia Tribune on her work leading the fund’s case requiring Pennsylvania to represent prisoners’ native information in census calculations (“NAACP Suing State for Prison Gerrymandering,” Feb. 27). The current counting practice “artificially inflates the political power of predominantly white and rural districts where most of the prisons are located,” Cara said.
