Toby Merrill Helps Secure Victories for Student Loan Borrowers

Former Fellow Toby Merrill (’12) helped secure two victories for former students of for-profit colleges. In September, the U.S. District Court for the District of Columbia upheld a regulation that enables borrowers to take their predatory colleges to court for their wrongdoing, rather than being forced into arbitration proceedings. The regulations, challenged by Education Secretary Betsy DeVos, took effect on Oct. 16. Toby also helped secure class certification in Manriquez v. DeVos, which challenges the Department of Education’s refusal to discharge loans to former Corinthian Colleges students that the DOE had already concluded should be discharged. Both victories were reported by numerous publications, including The New York Times.
