Former Fellow Ellen Gallagher (’91) was featured in a press release issued by the Government Accountability Project about her efforts, now referenced in proposed legislation, to curtail misuse of solitary confinement on migrant detainees (“Sens. Durbin, Booker, and Harris Introduce Legislation Addressing ICE’s Abuse of Solitary Confinement on Vulnerable Migrants,” Nov. 18). Over the past five years, Ellen has documented the U.S. Immigration and Customs Enforcement’s “systemic use of solitary confinement on mentally ill and medically vulnerable detainees,” the release said.
