Times article examining the lack of enforcement over the city’s current Tenant Anti-Harassment Ordinance (“In L.A., 13,000 Complaints of Tenant Harassment Led to Four Fines. Advocates Call for Stronger Laws,” Aug. 19). Though the new rules “were meant to protect tenants from being threatened or intimidated by landlords,” tenant advocates say the harassment hasn’t stopped. “I don’t know of any tenant that has benefited from this law. It’s not being used,” said Stephano.
