Toby Merrill Criticizes DOE’s Failure to Discharge Debts

Former Fellow Toby Merrill (’12) was quoted in a New York Times article about the Department of Education’s unwillingness to institute an Obama administration rule that orders the DOE to automatically forgive the loans of certain students who attended for-profit colleges that committed fraud (“Borrowers Face Hazy Path as Program to Forgive Student Loans Stalls Under Betsy DeVos,” Nov. 9). “This rule is only as good as the administration’s intent to implement it,” Toby said.
