University of Texas law professor and former Fellow Heather Way (’97) co-authored an article on the inadequacy and flawed implementation of Houston’s apartment safety programs (“Out of Order: Houston’s Dangerous Apartment Epidemic,” 2018). The city “is operating a largely dysfunctional system for addressing tenant safety,” the article said. “Fortunately, there are many opportunities to improve Houston’s programs for addressing dangerous apartments.”
