On Jan. 27, California Gov. Jerry Brown announced an initiative that will eliminate the power of prosecutors to directly file charges against children in the adult criminal justice system and require a judge to hold transfer hearings in order to decide whether youths aged 14-17 can be transferred to the adult criminal system. The Public Safety and Rehabilitation Act of 2016 is a joint initiative with the National Center for Youth Law, of which former Skadden fellow Jesse Hahnel ('08) serves as executive director.
