Marsha Chien Opposes Bill Amendment Requiring English Proficiency

Skadden Fellow Marsha Chien authored an op-ed for The Hill’s “Congress Blog” about proposed amendments to the immigration reform bill that would “exclude many immigrants from a path to legalization based on their language ability” (“Immigrants Who Struggle to Learn English Shouldn’t Be Needlessly Punished,” June 24). For example, an amendment put forth by Sen. Marco Rubio (R-Fla.) would eliminate an option available to undocumented immigrants applying for green cards to prove they are “pursuing a course of study ... to achieve an understanding of English,” requiring instead full proficiency. “These amendments are exclusionary, unprecedented, and unnecessary,” the article said.
